Out of the nearly 100 NPCs that are immune to Poison in Hell, 22 are just barely immune at 100, 17 are 105, 28 are 110, 6 are 115, 13 are 120, and 5 are 125-145. Lower Resist only works at 1/5 effectiveness when breaking immunities, but between this and the -23% to Enemy Poison Resist, you're in good shape because Poison Immunes tend not to be very far into the immunity spectrum. However, even the -23% to Poison damage and modest gains of Lower Resist are enough to break Poison Immunity in most non-stationary mobs. The lack of actual bonuses to Poison damage seems like a missed opportunity. Plague is nearly written for a Poison Necromancer specializing in Daggers, as there are several three-socketed Daggers in game to take this Runeword. Plague is obviously targeted at those characters who use Poison as their main attack, either as a main weapon for themselves or (most likely) as an Act V Mercenary weapon to aid with Poison attacks.
